Pakyaw’ scheme to be use for road projects

THE Cebu provincial government is coming up with an employment scheme that would allow laborers to work on government projects on a “pakyaw” (paid per project) basis.

The proposal aims to help citizens cope with the economic crisis.
Provincial Engineer Eulogio Pelayre said they would allow provincial municipalities and cities to identify the laborers who could work on the construction of side ditches for municipal and barangay roads.

The Capitol is funding the construction of side ditches on seven kilometers of road in each locality.It is willing to pay P90 per linear meter of work and provide bags of cement for the project.

The local government unit (LGU) will provide boulders, aggregates and the work force.
Each LGU has to identify 20 laborers and one team leader. These workers would be paid through their team leader.

Pelayre had asked LGUs to submit a list tomorrow for the Capitol to prepare a budget.
Roads on a flat terrain would need ditches on both sides while roads with rough terrain on one side would also need a ditch. .

The dtiches willl protect municipal and barangay roads from erosion.Gov. Gwendolyn Garcia said that instead of paying project contractors to do this, she would rather encourage barangay residents to provide the labor.

Paying them is a means of ensuring that they would have money to spend amidst the crisis.
This is pump priming the local economy, she said.If the employment scheme works, she would later lengthen the road ditch project so more laborers would be employed.

Meanwhile, an e overseas employment job fair will be held today at the Capitol session hall.
A total of 34 duly registered overseas agencies are joining job fair, said Dr. Matthea Baguia, head of the Provincial Employment Services Office (PESO).

Baguia told participants of the Provincial Development Council meeting held at the Capitol social hall on Friday that over 2,000 people have pre-registered at her office for the job fair. Reporter Doris C. Bongcac, Cebu Daily News
