37 government agencies in PAGC list of ‘anti-graft champs’

MANILA, Philippines – Thirty-seven government agencies have made it to the list of the top 10 “anti-graft champions” of the Presidential Anti-Graft Commission (PAGC) for the first semester of this year, many of them sharing the same slots in the mid-end segments of the rankings.

They were ranked by the PAGC according to their compliance with the Integrity Development Action Plan (IDAP), the national anti-graft framework, which consists of 22 specific measures under four major areas of implementation – corruption prevention, education, deterrence, and strategic partnership.

At the same time, however, only three made it to the top 8 IDAP-compliant GOCCs (government-owned and -controlled corporations) and GFIs (government financial institutions) – the Land Bank of the Philippines, first place; National Housing Authority, second place; and National Irrigation Administration, third place.

On the other hand, sharing the lead in the top 10 IDAP-compliant government agencies are the Department of Health and the Department of Social Welfare and Development, followed by the Department of Public Works and Highways on third place, and the Department of Science and Technology (DOST) and the Bureau of Immigration and Land Transportation Office (LTO) on fifth place.

No agencies made it to the second and fourth places since none of them got the required score.

On sixth place are the Department of Agrarian Reform, Bureau of Corrections, Bureau of Customs, Bureau of Internal Revenue, Metro Manila Development Authority, Department of Foreign Affairs, and Department of Trade and Industry.

On seventh place are the Department of the Interior and Local Government and Department of Finance, and on eighth, the Science and Technology Information Institute of the DOST, Armed Forces of the Philippines, Bureau of Jail Management and Penology, Department of National Defense, National Labor Relations Commission, Philippine Council for Agriculture, Forestry and Natural Resources Research and Development, Philippine Nuclear Research Institute of the DOST, Department of Education, DOST Region 3, and the DOST’s National Research Council of the Philippines.

Sharing the ninth place are the National Anti-Poverty Commission, DOST’s Philippine Institute of Volcanology and Seismology, Housing and Urban Development Coordinating Council, National Economic and Development Authority, and the Bureau of Fire Protection.

Lastly, on 10th place are the LTO Region 1, LTO Region 8, Land Transportation Franchising and Regulatory Board, Housing and Land Use Regulatory Board, Department of Environment and Natural Resources, Department of Agriculture, and the DOST’s Philippine Atmospheric, Geophysical and Astronomical Services Administration.

The awardees received the recognition recently in Malacañang during a follow-up meeting that focused on the IDAP and the moral renewal action plans (MRAPs) of various agencies for the first semester.

The meeting, which was attended by 358 participants from over 200 agencies, included a seminar on how they can effectively monitor the implementation of IDAP and the MRAPs in their respective offices. –(The Philippine Star)
