Trade Union Congress Party (TUCP) Party-List Rep. Raymond D.C. Mendoza recently filed House Bill No. 6851 which intends to criminalize the practice of labor-only contracting and House Bill No. 6850 that aims to strengthen the security of tenure of employees.
“We have to protect workers from job insecurity which negatively affects their productivity”, said Rep. Mendoza.
HB 6850 will set a minimum ratio of 90/10 as percent of regular to other workers in an establishment. This will arrest the declining numbers of regular workers which is the result of the massive practice of contractualization in the country.
The TUCP-Party List solon said that “workers must not be treated like commodities”. He refers to the widespread practice of labor-only contracting wherein workers are deprived of their universally recognized as well as constitutionally guaranteed rights.
“Ang mga manggagawa ang haligi ng ating ekonomiya!” TUCP Party-List Representative Raymond D.C. Mendoza emphasized.
Rep. Mendoza said that contractualization and labor-only contracting are employers’ ways to avoid their responsibilities under labor laws, more particularly workers rights to self-organization, security of tenure, social security benefits and compensation packages otherwise available to regular employees.
“Now is the time to reassert the rights of workers to decent work”, declared Rep. Mendoza.
Rep. Mendoza understands that employers might have negative reactions to his proposed legislations but the labor leader is determined to defend the interests of workers.
“Thirty-six million Filipino workers are on our side”, said Mendoza.
