MANILA, Philippines—The Commission on Elections has issued the rules on the qualification of candidates for party-list representatives, mandating that nominees prove they “belong” to the marginalized sector they seek to represent.
The commission en banc, in a resolution signed March 25, laid out eight criteria for party-list nominees.
Aside from the ministerial requirements, the commission defined the nominee as “one who belongs to the marginalized and underrepresented sector/s, the sectoral party, organization, political party or coalition he seeks to represent,” the resolution said.
The Comelec also directed the nominees to prove that they showed “active participation” in the advancement of their sector. The nominees should present their “declarations, speeches, written articles” to show their active advocacy of their sector, the resolution said.
The Comelec issued the resolution to allow citizens to oppose the candidacy of nominees who they believe are not qualified to represent a marginalized group. –Kristine L. Alave, Philippine Daily Inquirer
