Some other govt agencies’ good governance efforts and promises

OTHER national government agencies have officials, like those of the PNP, who have taken to heart the work of reforming under the Performance Governance System (PGS) of the Institute for Solidarity in Asia. The Bureau of Internal Revenue is one of the six central government agencies that were asked by the Office of the President to participate or undertake the discipline of the PGS.

The visible purpose of getting these key government offices to aim for a “rebirth” by becoming more efficient, transparent and hostile to corruption so that it can deliver the service to the people more excellently is to help make the Philippines deserve the P500 million anti-poverty and anti-corruption grant from the USA’s Millennium Challenge Corp.

Coordinated by the Development Academy of the Philippines’ President Tony Kalaw, the government agencies’ enrolment in Dr. Jesus Estanislao’s PGS and Balanced Scorecard system has set these offices on the road to meriting the highest marks on their scorecards.

This means they will become great, model government agencies that the Filipino people can be proud of (just as a big percentage of Filipinos are now trustful and proud the PNP) and can rely on.

Astonishing to many is that the Bureau of Internal Revenue is among the government agencies that have shown great promise based on the PGS scorecard since it began to undertake the PGS in September 2009.

The BIR, like the PNP, has achieved much of its declared goals for 2010 at this early part of year.

The other six government agencies are the Department of Education (DepEd), the Department of Health (DOH), Department of Transportation and Communications (DOTC), and the Department of Public Works and Highways (DPWH).

These agencies reported their performance commitments and Dr. Estanislao spoke of their progress so far on March 25, 2010 at the Public Governance Forum jointly convened by the Institute for Solidarity in Asia (ISA), the National Competitiveness Council, and the Development Academy of the Philippines.

Dr. Estanislao said six more agencies are slated to undertake the PGS process before June 2010. These are: the Department of Social Welfare and Development (DSWD), the Department of Budget and Management (DBM), Civil Service Commission, Development Academy of the Philippines, the Office of the President, and the National Economic and Development Authority (NEDA).

The agencies’ anti-corruption programs are being led by senior career undersecretaries so that the governance reforms will be pursued even with a change in leadership, Dr. Estanislao said. –Manila Times
