House bill to give casuals a break

MANILA, Philippines—The House committee on civil service and professional regulation approved on Wednesday House Bill No. 28 which seeks to grant security of tenure to casual or contractual employees in the government who have rendered at least 10 years of service.

“I am happy that this bill was approved,” said the bill’s principal author Representative Jane Tan-Castro of Capiz. She added that casual and contractual employees of the government “are likewise employed on the basis of their qualifications or merit and fitness but cannot be given permanent appointment due to lack of appropriate civil service eligibility.” Michael Lim Ubac, Philippine Daily Inquirer
