DOLE forms body vs corruption

MANILA, Philippines – To flush out corruption in the Department of Labor and Employment (DOLE), a tripartite body was formed by Secretary Rosalinda Baldoz to identify and investigate anomalies in the agency.

The National Tripartite Efficiency and Integrity Board (NTEIB) was created by virtue of Department Order No. 109-2011, which provides for the establishment of Efficiency and Integrity Boards (EIBs) in each region.

“The EIBs include representation from labor and management sectors. This is in line with our efforts to prevent graft and corruption and ensure integrity and efficiency in the delivery of DOLE services and programs to the public, especially to workers and employers,” Baldoz said.

She called on workers, employers and other stakeholders to report to the EIBs “hints of graft and corruption that they may encounter or have knowledge of in any DOLE office, bureau or agency.”

“The NTEIB and EIBs, with the involvement of the tripartite partners, will immediately conduct appropriate investigation on complaints involving graft and corruption in the DOLE,” she said.

Baldoz warned that DOLE personnel found violating anti-graft and corruption laws or are involved in sexual harassment cases, face penalty ranging from six months suspension to dismissal from service.

The boards will monitor cases involving the Anti-Red Tape Act of 2007, Code of Conduct and Ethical Standards of Public Officials and Employees, anti-graft and corruption practices, forfeiture in favor of the state any property unlawfully acquired by any public officer or employee, and the Anti-Sexual Harassment Act of 1995.

Baldoz serves as the NTEIB chair with two representatives each from the labor and management sectors.

The NTEIB will serve as monitoring and oversight body over EIBs and will recommend appropriate actions to address graft and corruption, clogged dockets, and delay in the dispensation of labor justice; and execute decisions on graft cases.
