NBI recommends to lawmakers to regulate in use of Internet devices

In an effort to combat cyber crimes, the National Bureau of Investigation is recommending for the regulation in the use of laptops, SIM cards, and other devices which are being used to connect with the Internet.

According to Palmer Mallari, head of the NBI-Anti Fraud and Computer Crimes Division, it will be a big help for the authorities to quell cyber crimes if the lawmakers will file a bill or measure for the registration and regulation of any devices which are used to connect worldwide Internet to easily trace the source and those involve in the high tech cyber crimes.

Mallari admitted that the authorities are having a hard time tracing to those involved in the cyber sex crime especially when they are using wireless connectivity.

Meanwhile, Migdonio Congzon, head of the Computer Crimes Unit of the NBI, said that 50 percent of the Internet connection in our country are purely wireless and investigators are clueless on the source of crimes and there are no counter technology yet in the market to find out the which or who the source is.

While this is only a proposal by the NBI, Senators Edgardo Angara, chairman of the Committee of Science and Technology, and Francis Escudero have expressed their oppositions on the proposal.

Escudero earlier had mentioned that it is quite inconvenience for having their SIM cards and individual laptops to be registered.

It was recalled that Sen. Tito Sotto had earlier proposed a bill that would order a “mandatory registration” of SIM cards after it appeared in an investigation that cellular phone was used for the detonation of a strong bomb inside the Newman Goldliner bus last month at Edsa, Makati City. –Pat C.
