ONLY eight out of the 1,712 measures filed were approved during the First Regular Session of the Fifteenth Congress, the House of Representatives reported on Monday.
In their Performance Report, the House said that of the eight measures approved, one was a House joint resolution.
Among the approved measures was the highly debated Synchronization of Elections and Term of Office of the Elective Officials in ARMM (Autonomous Region in Muslim Mindanao) to coincide with National and Local Elections, or Republic Act (RA) 10153.
The law that would postpone the ARMM regional polls was signed into law on June 30, despite questions from various sectors.
House Minority Leader Edcel Lagman has gone to the Supreme Court to question the law.
The others that made it were the 2011 General Appropriations Act, or RA 10147, which was approved on December 27, 2010 from House Bill (HB) 3101; GOCC (Government-Owned and -Controlled Corporations) Governance Act of 2011, or RA 10149, approved on March 12 from HB 4067; Extending the Implementation of the Lifeline Act by Amending EPIRA (Electric Power Industry Reform) Law, or RA 10150, approved June 21 from HB 04169 and Senate Bill (SB) 2846; Allowing the Employment of Night Workers, or RA 10151, approved June 21 from HB 04276 and SB 02701; The Mandatory Infants and Children Health Immunization or, RA 10152, approved June 21, from HB 04393; and the Act Granting the Philippine Citizenship of Marcus Eugene Douthit, or RA 10148, approved March 12, from HB 2307.
The sole joint resolution approved was the Resolution Extending the Life of the Joint Congressional Power Commission, Constituted Pursuant to Section 62 of RA 9136, or the Electric Power Industry Reform Act of 2011, which was signed June 21 and based on House Joint Resolution 00014 and Senate Joint Resolution 00009.
The House reported that the average number of measures processed per session day was 23 and that the 1,712 measures where processed during the 73 session days out of the 6,364 measures filed before the First Regular Session. –RUBEN D. MANAHAN 4TH REPORTER, Manila Times
