Whenever results of private surveys would come up with favorable statistics, Malacaang considers the data as reflective of the Aquino administrations commitment to help alleviate poverty in the country but not this time, not the Social Weather Station (SWS).

At the regular press briefing, Presidential Spokesman Edwin Lacierda hinted that the figures contained in the most recent SWS survey on the growing unemployment isnt conclusive adding that the government conducts its own survey involving a much bigger number of respondents and at a regular interval at that.

Not to denigrate the SWS survey but we have a labor force survey which we conduct quarterly. Its conducted by the NSO. We have 54,000 respondents, Lacierda noted.

The latest SWS survey showed adult unemployment rate rose by 24 percent from 20.2 percent and majority of those who have no work were either retrenched or affected by the economic difficulties.

He added that the SWS survey results appears far different from that tof the government data adding that the data on unemployment should not be mixes with underemployment even as he claimed that in the aspect of underemployment, the government has already put in place measures that would address the concern of people landing jobs that is far from their qualifications or education attainment.

Just to give you the details, the big numbers in unemployment is in fact, based on our figures for 2011, and the unemployment figures went down from There are two kinds of Well, when you are unemployed, what this means is that you are not working but this does not mean that you dont have a job, it means that you are unemployed because you may just be underemployed, you have a job that does not match your skills.

On the unemployed, if 2010 was 2.859, this went down in 2011 to 2.814. So there was a decrease of unemployment point by point 0.4 percent. Here, the underemployment, there are 7.163 million in the underemployment. Thats why, Lacierda noted.

When asked as to what the government has been doing to address the underemployment concerns of the Philippine labor sector, Lacierda cited two approaches the long term and the immediate.

If you noticed, the President has been emphasizing that theres a problem in our country on employment on the mismatched jobs and the skills.

Thats the reason why we need to address that mismatch between skills and jobs eh. Thats being addressed now, Lacierda averred. –Fernan J. Angeles, Daily Tribune
