2 M helpers to get minimum wage

MANILA, Philippines – The two million domestic helpers or kasambahay nationwide will receive a minimum wage and enjoy other rights starting May.

Labor Secretary Rosalinda Baldoz said yesterday the government is coming out in May with the implementing rules and regulations (IRR) of the new Kasambahay Law.

“The DOLE (Department of Labor and Employment) is already done with the draft IRR and we will soon start with our public consultation,” she said.

Baldoz said they expect to finalize the IRR to pave the way for full implementation of the new Kasambahay Law in May.

The DOLE would consult with representatives of household workers and employers to balance the interests of both parties, she added.

The final IRR must be published in a national newspaper prior to the full implementation of the law, Baldoz said.

The DOLE is also coming out with a standard employment contract for the proper implementation of the new law.

The new law mandates a P2,500 monthly minimum wage for domestic helpers in Metro Manila, according to the National Wages and Productivity Commission (NWPC).

Those employed in major cities and municipalities outside Metro Manila will get a monthly pay not lower than P2,000 while the minimum pay in other areas is P1,500.

Domestic helpers are also entitled to receive 13th month pay, Social Security System (SSS), PhilHealth and Pag-Ibig benefits, the NWPC added.

Violators shall be fined not less than P10,000, but not more than P40,000. –Mayen Jaymalin (The Philippine Star)
