MANILA — The Commission on Audit wants sanctions imposed on private contractors and field officers of the Department of Education (DepEd) for failing to meet the target number of new classrooms in 2012.
According to a 2012 report released by the Commission on Audit on Wednesday, the DepEd missed its target number for new classrooms by a whopping 72 percent.
The COA recommended to Education Secretary Armin A. Luistro that sanctions must be imposed on private contractors who failed to deliver on their commitments, and administrative penalties against DepEd field officers who were supposed to ensure that the completion deadlines are met.
“Out of the 8,353 targeted classrooms for construction in CY 2012 under the School Building Projects of the Basic Educational Facilities Fund (BEFF)…only 2,313 classrooms or 28 percent…was reported completed,” the COA report said.
According to the audit findings, 5,797 classrooms or 69 percent are still listed under “ongoing construction,” while 243 have not been started.
Budget for the BEFF budget in 2012 was set at P7.71 billion, but the completed projects were only valued at P1.88 billion, while the unfinished units totaled P5.83 billion.
Auditors attributed the backlog to “lack of periodic monitoring of implementation by technical personnel of DepEd, delays in procurement/bidding process, late release by the DepEd Central Office of Sub-Allotment Release Order (for mobilization), and laxity in the enforcement of the terms of contracts.”
“…(These) affected the attainment of the goal of DepEd in reducing or eliminating the classroom shortage,” COA said.
In the ARMM, completion rate was at 0 percent, with 0 classrooms built out of the targeted 1,032; Region 12 (SOCCSKSARGEN), 8 percent (39 out of 483); Region 7 (Central Visayas), 10 percent (73 out of 751); NCR (Metro Manila), 14 percent (41 out of 1,000); and Region 9, (Zamboanga Peninsula), 18 percent (60 out of 339).
Meanwhile, DepEd Region 1 (Ilocos Region) posted a 94 percent accomplishment rate (150 out of 159) followed by DepEd Region 3 (Central Luzon) with 68 percent (462 out of 675), and DepEd Region 6 (Western Visayas) with 66 percent (205 out of 311).
COA said its Technical Service Office will also review the cost per classroom based on contracts awarded by the DepEd. –ABS-CBNnews.com
