SWS-BUSINESSWORLD SURVEY | Gabriela leads 17 groups on pace for party-list seats

Gabriela members mount a rally for jobs at the House of Representatives.

MANILA – GABRIELA party-list is leading a list of 17 groups with guaranteed party list seats in the May 2016 elections, according to the First Quarter 2016 Social Weather Survey.

GABRIELA leads 17 groups poised to gain at least one guaranteed party-list seat in the next House of Representatives. Another set of 25 parties next in rank are possible qualifiers for at least one party-list seat, based on the computation for the distribution of available party-list seats (Supreme Court ruling of April 21, 2009, BANAT vs COMELEC, G.R. No. 179271.

Of the 59 maximum seats reserved under the Party-List System, the following 17 parties are poised to gain one guaranteed seat each by obtaining at least 2.0% of votes cast for party list:

GABRIELA 6.20%,

AMIN 5.77%,

KABAYAN 5.19%,

SENIOR CITIZENS 4.62%,

AGRI 4.41%,

ANG KABUHAYAN 4.17%,

ACT TEACHERS 3.25%,

BAYAN MUNA 3.13%,

AN WARAY 3.05%,

AGAP 2.93%,

AKBAYAN 2.86%,

BUHAY 2.75%,

KALINGA 2.71%,

ASENSO 2.58%,

AKO BICOL 2.20%,

AAMBIS-OWA 2.12%, and

YACAP 2.07%.

The remaining 42 seats will be allocated to the parties above and the parties next in rank until all available seats are distributed, with the condition that any qualified party is entitled to a maximum of only three seats. Applying the computation for the distribution of available seats, the 25 parties next in rank poised to gain at least one party-list seat are: 1-ANG EDUKASYON, A TEACHER, INC., ABAKADA, MAGDALO, COOP-NATCCO, PBA, KABATAAN, ABONO, ANAC-IP, ABAMIN, 1PACMAN, 1-CARE, ACTS-OFW, 1-PABAHAY, AWAT MINDANAO, TAMA, BUTIL, LPGMA, 1-SAGIP, ASEAN, INC., ALAY BUHAY, ABANG LINGKOD, AANGAT TAYO, GLOBAL, and DIWA.

In the same survey, Rodrigo Duterte led Poe, Binay and Roxas in the Presidential race; Marcos, Escudero and Robredo are leading in the Vice-Presidential race.

Senate President Frank Drilon, Sen. Tito Sotto, comebacking senator Kiko Pangilinan and ex-senator Panfilo Lacson led the Senatorial race;
