DOJ backs bill regulating credit card industry

MANILA, Philippines – The Department of Justice (DOJ) has recommended the enactment of a proposed law in the House of Representatives seeking to regulate the credit card industry.

In a one-page legal opinion sent to the Office of the President last June 23, the DOJ expressed its full support to House Bill 5417, the Proposed Philippine Credit Card Industry Regularion Law.

The department said it found “no constitutional or legal objection” to the bill and that it “supports in full and recommends the approval of the aboved-mentioned enrolled bill into law.”

The DOJ said such measure is actually necessary “ to establish proper decorum by credit card issuers and their agents, considering escalating reported incidents of excessive and unauthorized charges, inaccessibility or the lack of the credit card companies’ consumer relation officers, and unfair collection practices by credit card collection agents through employment of harassment tactics…”

“The measure is hoped to prevent credit card companies’ reckless practice of offering their service without conducting know-your-client procedures,” read the opinion signed by former undersecretary Zabedin Azis.
