TUCP stresses, regardless disinformation ng mga walang ginagawang grupo: (1) TUCP is firmly against contractualization; (2) Mabuti pa wala na lang Department Order, at ipatupad na lang nang maayos ang batas; (3) “[T]he question of whether a person is a labor only contractor [is better] left to the interpretation of the NLRC and the Supreme Court based on the facts of each case brought to their attention in a proper case. What is substantial capital is a judgment of the NLRC and the Supreme Court depending on the facts of the case.” (4)
