TUCP REITERATES OPPOSITION AGAINST CONTRACTUAL EMPLOYMENT ARRANGEMENTS

1.5.2017 (DOLE, Intramuros, Manila). TUCP President Ruben D. Torres –in a three-hour DOLE dialogue with organized labor –reiterated TUCP’s opposition against the pervasive and unchecked practice of contractualization.

He congratulated DOLE Secretary S.H. Bello and the department’s report on the recent regularization of some 17,000 workers in the private sector.

President Torres stressed that the Department Order being drafted should effectively address the exploitative and ‘uninclusive’ contractual employment arrangements by (a) getting rid of trilateral employment relationship and revert to bilateral employment relationships [direct hiring]; (b) clearer provisions on exemptions; (c) disincentivising contractualization by stricter fines; and (d) promotion of regular employment and a better environment for workers to join unions.

DOLE Sec S.H. Bello promised to give the sector a copy of the final draft of the Order for comments prior to its issuance.

GenSec Rolly Capoquian, VPs Bobby Flores and Roland de la Cruz, and Director for Education Rafael Mapalo participated in the consultation.
