Nag-aayos ng dokumento ang household worker na si Cecilia Siapno na papuntang United Arab Emirates.
Pero bago pa makaalis, ubos na raw ang kaniyang budget at kailangang mangutang muli ng pera.
“Kasi kawawa ‘yong pamilya namin… kaya kailangan kahit papaano may maiwan sa kanila,” ani Siapno.
Gaya ni Siapno, pambayad utang ng maraming overseas Filipino worker (OFW) ang mga unang suweldo dahil sa mga gastos bago umalis gaya ng documentation fees, membership fee sa Overseas Workers Welfare Administration, at kontribusyon sa Pag-IBIG.
Madadagdagan pa ang mga binabayaran ng OFW dahil itinakda sa bagong pirmang Social Security Act of 2018 ang mandatory Social Security System (SSS) membership ng lahat ng OFW.
Pero ang problema rito, ayon kay Susan “Toots” Ople ng Blas F. Ople Policy Center, ay self-employed ang magiging estado ng land-based OFWs tulad ng mga household worker.
“Ibig sabihin, ‘yong buong contribution, ‘yong buong premium, sa kanila (OFW) magmumula,” ani Ople.
“Huwag naman i-burden masyado na bago umalis ang isang worker, bugbog na sa dami ng contributions,” dagdag ni Ople.
Umapela ang Blas F. Ople Policy Center na bigyan ng 3 buwang adjustment period ang mga OFW bago piliting maghulog sa SSS.
Sa draft ng implementing rules and regulations (IRR) ng SSS, P960 ang pinakamababang puwedeng ihulog ng isang OFW at P2,400 ang pinakamataas.
Pero ayon kay SSS President Emmanuel Dooc, hindi pipilitin maghulog ang OFW kung wala itong natanggap na sahod.
Tinatalakay na rin ngayon ang probisyon na magpapahintulot sa mga OFW na mabayaran ang mga namintis na hulog.
“They can pay retroactively,” ani Dooc.
Ayon pa sa SSS, dapat isipin ng mga OFW ang mga benepisyong matatanggap kapalit ng kontribusyon.
Sa mga sea-based worker naman gaya ng seaman, manning agency ang magsisilbing employers at kahati nila sa paghulog ng SSS.
May 3 buwan pa ang SSS para maglabas ng IRR kaya posibleng Abril o Mayo pa maipatutupad ang bagong patakaran.
