CSC: Revised guidelines for alternative work arrangements apply retroactively

The revised interim guidelines for alternative working arrangement in government agencies will have a retroactive effect from March 16, the Civil Service Commission said Tuesday.

Interviewed on Dobol B sa News TV, CSC commissioner Aileen Lizada said the alternative working arrangements would affect more or less 1.9 million government employees.

“The effectivity po nito is retroactive, March 16 hanggang kailan pong may state of national calamity unless otherwise lifted po ni Presidente,” Lizada said.

The CSC’s Resolution No. 2000540 lays down the framework and guidelines for the multiple alternative work arrangements. Under the resolution, the government agency added more work arrangements to the previous “four-day workweek” and the “shifting” methods.

These include work-from-home, skeletal workforce, and staggered working hours arrangements.

Lizada has said heads of government agencies may combine alternative working arrangements or adopt their own to cater to the needs of their respective offices.

She ensured that these arrangements would not have an adverse effect on the compensation of government employees.

“Wala po because ‘yung ano ho, nagchange lang ‘yung place of work but the deliverables would remain the same. Kaya ho kinakailangan ‘yung head of agencies would require work plan,” Lizada said.
