Officials of the Department of Health (DOH) in Cagayan Valley are drawing flak for holding a five-day disaster response training program at a Nueva Vizcaya hotel shortly before Holy Week, a gathering that apparently led to an outbreak of COVID-19 among the participants, most of them newly hired doctors and DOH officers.
