The Department of Labor and Employment (DOLE) will consult other government agencies on developing a national program for the elimination of asbestos related diseases (NPEAD) starting 28 September 2009. The decision was announced in a DOLE and TUCP (Trade Union Congress of the Philippines) meeting on 16 September 2009.
The DOLE-TUCP meeting was a result of the referral from the Office of the President of the TUCP letter to the President on developing the NPEAD. The process would build on and would not discard current initiatives such as the drafting of Code of Practice for Asbestos.
The meeting discussed issues including inspection by DOLE and DENR (Department of Environment and Natural Resources), surveillance and registry of exposed workers, tracking asbestos and asbestos containing materials. TUCP pointed out that the NPEAD would address these and other issues because the national program would be broader in scope to eliminate asbestos-related diseases.
The consultation on September 28 would hear presentations on the hazards of asbestos, Chemical Control Order for Asbestos, the ILO/WHO Outline for the Development of NPEAD and TUCP position on the issue. There would be mapping of policies and agreement on who should be the focal agency in the multi-stakeholder mechanism to develop the NPEAD.
The Office of the President also referred the TUCP letter to DENR and DOH (Department of Health). Pushing for the adoption of a national program for the elimination of asbestos related diseases is part of the TUCP, Associated Labor Unions (ALU) and Building and Woodworkers International (BWI) campaign on prevention and elimination of asbestos related diseases.
