Malacañang will not extend the stay of non-Career Executive Service Officials (CESO) in Career Executive Service (CES) positions when their stay expires on October 31, Palace spokesman Edwin Lacierda said.
In a press briefing on Wednesday, Lacierda said Executive Secretary Paquito “Jojo” Ochoa Jr. informed him that Malacañang will not issue another memorandum circular extending the stay of the non-CESO officials in CES positions.
“I understand that there’s not going to be any extension of MC 2,” he said.
Aquino’s first memorandum, MC No. 1, declared vacant as of June 30 all co-terminus third level positions .
However, the non-CESO occupying CES positions were directed to continue performing their duties and responsibilities until July 31.
This was aimed at ensuring continuity in government operations until their replacements have been designated.
MC No. 2, released on July 30, said the said officials would remain in office until October 31 or “until their resignations have been accepted and/or until their respective replacements have been appointed or designated, whichever comes first, unless they are reappointed in the meantime.”
Their stay was extended “in the exigency of the service and to ensure continuity of government operations, officials processes, and transactions as well as the delivery of services to the people,” MC No. 2 stated.
There were 1,179 non-CESO in CES positions at the time, according to the Career Executive Service Board.
However, Lacierda said only a few non-CESO would be affected by the non-extension of their stay because many have been either reappointed or replaced.
The Palace spokesman said he could not provide other details as of the moment. – VVP, GMANews.TV
