THE reproductive health bill could lose in the plenary if it were put to a vote now, so House leaders set the voting on the bill next year, Majority Leader Neptali Gonzales II said Tuesday as the plenary debates on the measure resumed.
Gonzales told a forum that 70 lawmakers were against the RH bill now due to pressure from their constituents.
“It is difficult to ascertain who are allies. The demarcation line is not clear,” Gonzales said.
“Based on my experience as majority leader, on the RH issue we cannot tell if it would pass if it is put to a vote now.”
Gonzales said 20 more lawmakers had lined up to debate with the sponsors of the RH bill. Each lawmaker is allotted one hour to debate with the bill’s authors.
He said it was best to put the controversial bill to a lengthy plenary debate so all issues and questions would be taken up and clarified.
“I know you all want this railroaded already, but the leadership cannot guarantee a win because the demarcation line between winners and losers is not clear,” Gonzales said.
