MANILA, Philippines – The Philippines will be pushing for an agreement to have a second commitment period under the Kyoto Protocol when the climate change conference convenes in Doha starting November 26.
Climate Change Commission Vice Chairperson Sec. Mary Ann Lucille Sering stressed the importance of a second commitment among different countries to reduce greenhouse gas emissions and prevent the rise of global temperatures.
“Ang pag-uusapan namin sana na meron ng period, at sana malilimita na lang kami kung gaano katagal. Ang posisyon ng Pilipinas ay sana 5 taon lang ang second commitment period, at ma-review na kaagad kung gaano na ba karami ‘yung na-reduce na greenhouse gas na tinatawag nito. Ang Europe naman, ang kanilang posisyon ay 8 years at sana ay magkasundo kami kung ano ang final period ng second commitment period,” Sering said in a press conference in Malacañang coinciding with the National Climate Change Consciousness Week.
Sering said the failure to forge an agreement may worsen the effects of global warming and climate change, including extreme weather phenomena.
“Isa po itong failure dahil alam natin na ‘yung pagbabago ng klima ay dahil sa global warming at kaya nagkaka-global warming dahil greenhouse gas. So kung wala tayong Kyoto Protocol na second commitment, maaaring ‘yung tinatawag nating pag-increase ng temperatura ay hindi na natin mapipigilan ito, at ito’y masamang pangitain dahil tumitindi na talaga ang pagbabago ng klima. Ang projection natin 2020 pa pero nararamdaman na natin ngayon; ‘yung impact nang pag-init ay lalong iinit; ang pag-ulan (ay) lalong uulan,” Sering said.
She pointed out the effects of global warming on shorelines, crops and fish yields.
“Marami na po tayong mga isla kung saan ang high tide ay nag-i-encroach na sa mga shorelines. Pati na rin po ‘yung mga crops nakikita natin na hindi na siya tumutubo ayon sa normal niyang pagtubo, lumiliit na. Isa na rin po itong nakikita nating reduction of fish yield, kung saan dahil umiinit na po ang ating karagatan… maliban sa over fishing-ay ‘yung mga isda na normally nakukuha natin ay lumalayo na,” she said. –Willard Cheng, ABS-CBN News
