Palace defends bonuses for GOCC employees

The Palace defended bonuses granted in 2012 to employees of government-owned and controlled corporations after the Commission on Audit (COA) found that the P2-billion incentives released lacked basis.

In an interview on Mornings@ANC, Secretary to the Cabinet Rene Almendras said state employees who perform well should not receive the same salary as bad-performing ones.

“The President said hindi pwede na yung taong na walang ginagawa pareho ang iuuwing pera dun sa magaling mag serbisyo. We are trying to create a meritocracy within the government bureaucracy we’re addressing the structures the organizations,” Almendras told ANC.

If that’s the case, they will be discouraged to perform well, he said.
“You need a way to be able to tell the good ones from the bad ones cause otherwise if its unilateral—everybody gets the same, even your good performers will say bakit pa ako maghihirap?” he noted.

(If everyone gets the same amount, even your good performers will ask, why will I take the extra effort?)
