External review of the national health sector response to HIV and sexually transmitted infections, Republic of the Philippines

The Philippines is experiencing a fast growing HIV epidemic among key populations, particularly men who have sex with men, people who inject drugs and freelance sex workers. A programme review of the health sector response to HIV reported that the current response is insufficient to convert the rising epidemic.

The report calls on the National AIDS and STI Prevention and Control Program to prepare with great urgency to respond to the rising needs for reaching key populations at highest risk with prevention, quality HIV testing and counselling, timely enrolment in ‘antiretroviral therapy’.

Identifying approaches to improving the uptake of services along the continuum from HIV testing, linkages to care and treatment and retention would be a priority over the next years.
