DSWD official charged for sexual harrassment

A ranking male official of the Department of Social Welfare and Development has been charged before the Sandiganbayan for allegedly sexually harassing a young man.

The Ombudsman filed a case for violating Republic Act 7877 or the Anti-Sexual Harassment Act of 1995 against DSWD Field Office VIII Assistant Regional Director Jaime Eclavea.

The Ombudsman filed the case against Eclavea for allegedly taking advantage of his position in order to solicit sexual favors from the male complainant in 2011.

Records showed that the complainant has been employed as encoder under the National Housing Targeting System, a DSWD program.

The complainant has been trying to seek another employment as DSWD administrative assistant at the office of the accused under the Kabit-bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services program.

The Ombudsman said that Eclavea told the complainant that he is willing to hire him if they sleep together at the accused’s lodging house.

Eclavea allegedly threatened the complainant that he will not be hired if he refuses.

When they were at the lodging house, the Ombudsman said that Eclavea allegedly embraced the complainant and touched his chest, belly, and private parts. –Jeffrey Damicog, Tempo.com.ph
