THE umbrella organization for employers as well as a group of human resource practitioners have adopted a code of conduct that in theory rules out the practice of “endo,” which blocks the path of workers towards permanent employment and the attendant benefits.

According to a statement, the Employers Confederation of the Philippines (ECoP) and the People Management Association of the Philippines (PMAP) signed the Labor Law Compliance Code for Employers last July 27, which lays out acceptable hiring practices.

“It is the unequivocal unwavering position of ECoP and PMAP that all of their members should be compliant with labor laws as well as rules and regulations and programs that afford protection and promote the welfare of workers in the private sector,” ECoP President Donald G. Dee said in the statement.

The ceremonial signing also reflected both groups’ support of government initiatives, including a requirement for legitimate job contractors and outsourcing service providers to acquire a Certificate of Compliance on General Labor Standards and on Occupational Safety and Health Standards which would ensure compliance with all applicable labor standards.

Along with this, the groups will also “actively orient and train” their member-companies in labor law compliance.

Earlier this month, EcoP said it stands against “labor-only contractualization,” or jobs in which workers perform activities necessary for business operations but without benefits. — Roy Stephen C. Canivel,
