holding documents (presumably employment documents) waiting for their turn for I don’t know what; having their papers read, stamped; and moving up to some place I haven’t explored. I believe they are contractual workers, having their work documents processed, after a contract period, and going through renewal of their employment “contracts”.

So much for declarations of thousands of workers “regularized”. This is so not true; they are not regularized even in their employment agencies. Otherwise, what’s the reason for workers in uniforms (meaning already employed) queueing repeatedly, submitting papers, going through rounds of this process on a regular basis?

Reminds me of those Chinese officials and workers running rings around our officials and workers.
